Inside the metal shield is the FM Tuner circuit board.  There are many variations for the FM Tuner circuit board.  Some are every difficult to work on due to their size and the number of components on the board.

It is not uncommon for the FM radio level to be one-half the strenght of the AM level.  This is typically caused by a weakend FM Tuner and misalignment of the tuner due to age.
